wget says the download succeeded, but it's lying. The script attempts to download to a folder inside the protected system folder C:\Program Files (x86), which is prohibited. After running update.cmd, neither nor ipfilter.dat exists in the runtime folder, so the copy to %appdata%\uTorrent fails. The program wget seems to run correctly, but it isn't clear whether gzip runs. After searching, I found a script called update.cmd in the ipFilterUpdater\runtime folder and ran it.
